'n Beplanningsraamwerk vir 'n mini–opleidingstelsel
Abstract
Training as a part of non-formal teaching can fill great needs in the supply of
trained manpower. During the last decade various organizations have realized
the importance of training and have supplied their employees with training
within their organizations.
As a result of the latter, the importance of planning for training was recognized.
The subsequent result was that various models of planning were established, but
these were too business economically orientated.
Reference can be made to the strategic model of planning of the National
Training Council and those of Sasol and Nedbank. As a result of this, a need
arose for a model which was not merely skill-orientated but also employee:
orientated.
The aim of this study is to set a framework for planning which will comply to the
uniqueness of training.
After a thorough study of the relevant literature, the various components of the
mini-training system, for example the training system administration, policy and
structure of training programmes and supporting systems were described,
followed by the empirical research undertaken at the Boskop Training Centre.
The required information was gathered by making use of qualitative research,
especially the case study during which the semi-structured interview and
observation was utilised. Interviews were conducted with as many members of
the staff of the Boskop Training Centre as possible. During this phase various
document analysis procedure were applied to those official documents access had
been gained to.
Thus, the proposed framework for planning was compared to the demands of
practice as found at Boskop.
The result was that the proposed framework could be used as a base for the
planning of training. It was also established that each of the four components are
so interwoven and closely related, that they cannot function in isolation, let alone
be planned in separately.
